when the CSR matters...

Two of the cards I have base their CSR's within the continental 48...the obvious advantage being that they aren't reading from some Americanized script and they understand any credit-related slang that might enter the conversation.

If that element matters in your selection, then BMW and State Farm are a couple of issuers that handle their own stuff and tend to be receptive to requests for reconsideration where necessary. Both offer cards that have no annual fee and offered decent limits to start. If you revolve a balance, the APR is something like prime + 6%.
