I would be using and EIN on the application in addition to my SSN...Would American Express overlook my bad, in fact, absolutely terrible personal credit history?

The short answer is no, they will look at your personal credit and if you do not qualify for a personal amex card then you will not qualify for their business products since you will be personally guaranteeing the credit card and your personal credit is in bad shape.
