So hypothetically speaking, you make a verbal dispute to a CA. By statute, they are not required to verify the debt, but can't assume the debt is valid...

So what? What exactly is a DC not allowed to do since they can't assume the debt is valid?

This is true. They probably also couldn't send you a letter saying "this debt is valid".
