That depends on your state's rules, however, lawsuits you have seen in the public notices section of your paper are generally what's called Citations by Publication. That means that the plaintiff was unable to serve the defendant by "normal" means, and was given permission to summon the defendant via newsprint.
A handwritten docket number isn't too concerning (at least to me). The papers could have been prepared ahead of time, and once they were filed, the case number (docket number) was given to the plaintiff at the time of filing and payment of fee, and thus were written on the document.
As Hedwig said, Step One is to verify with the court that its a legitimate summons (probably is), and then its time to start getting educated by fire.
What do you know about the debt?
The summons says you have 30 days to answer? That should be from receipt - not filing date.
