MAY NOT BE CITED TO OR BY THE COURTS OF THIS CIRCUIT

I just found a slew of cases that all say MAY NOT BE CITED TO OR BY THE COURTS OF THIS CIRCUIT.
Anyone ever seen this before? Because some of these cases would be good case law.

It is a practice that seems to be more common in some Circuits than in others. My guess is that it is a fancy way of saying...since we didn't publish it, we aren't going to allow it as precedent since it disadvantages the litigant without online access to retrieve the opinion from the Court's website. I've never asked any of them why they were doing that though...might be good discussion next time I have lunch with Judge Sparks.
