Since their name "implies" a governmental entity, it may or may not trigger a violation.
From the first time they called you, unless they advised you at the time of that phone call, they must, within five days send you a written notice advising you of your rights under the FDCPA. If not, it's a "hyper-technical" violation.
If you have the account number and their address you should DV them.
BTW - since you are active military pay a visit to your base commander or JAG officer. Debt issues can get your security clearance down graded and possibly cause a discharge.
