Last summer, I received a letter from Amex about their Oasis program. It said that I would be guaranteed a card if I paid my past due balance in full. I contacted NCO, per the instructions of Amex, and paid in full. I never received an application or a card from Amex, and then I forgot about it. I just got off the phone with Amex, and they told me that the application has to come from NCO. Is this correct? I just called the main Amex customer support number.

Any insights?

Oh geez. I don't think that is how Oasis worked. I thought they opened a new account, and once the old balance was paid, then the card was open an active for new charges. I could be wrong, but then again NCO lies as well.

IOW, I don't think you were ever in the Oasis program.
