This is what you do assuming you have good credit: apply for a high credit limit credit card (say 10K) with a 0% APR for 12 months. Once you are accepted, ask for a purchase check, write the check out to yourself for the 10K (or a little less if you want). Put the money into your checking account. Then, look in the paper, find a local bank that is offering 5% CDs 6-month term. Put the 10K in the CD. 6 months later, collect the $250 profit (minus a few small possible fees) and use the 10K principal to pay back the credit card company before the introductory 0% APR expires. Will this work, is it illegal?

Some cards such as Wachovia Credit Cards do offer 0% on cash and no cash advance fees sometimes in their promos. I worked for their credit card company since the new department opened a year ago and customers do it all the time. It is not illegal it is a loop hole and if you want to do it go for it.
