Can you help me with my credit card options?

I have a Visa card w/ a high balance. Currently $5700 of the balance is at 13.99% and $950 is at 24.24%.

Yesterday I got an APR promo from my other credit card (0 balance) for 3.99% on balance transfers but the catch is I have to pay 3% of the balance, no more than $199 in balance transfer fees.

I know by the time I get my next statement the balance will be $8K. Is it worth it to take the offer or am I better off staying where I'm at? I know I'll have to pay the max of $199.
the 3.99% is for the life of the loan

How long will it take you to pay the loan where you are now? If you will not be paying the money for at least four months, then the 3% one-time fee plus the 3.99%/yr interest will total less than the 13.99%/yr and 24.24%/yr interest. If you will pay off the loan within one month, then the 3% one-time fee plus the 3.99%/yr interest will total more than the 13.99%/yr and 24.24%/yr interest.

First off, quit charging $2300 per month!! You didn't say how long the introductory rate is good for. I imagine right now you're paying about $100 per month in interest. If you only have to pay $200 to transfer, then if the introductory rate is longer than 2 months, you will come out ahead.
