is it true that South Dakota has the most lenient credit card laws in the country?

Which is the main reason why many credit card companies go there?

It has to do with incorporation laws. Credit card laws insofar as they affect the consumer are federal in nature and thus it doens't matter where the company is located.

I wouldn't use the word "lenient".

Their laws make it easy for credit card companies to change to meet an evolving competitive climate.

And yes, they make it easy for credit card companies to screw over consumers.
