i'm looking to get a credit card, where or which bank is good and offers a low APR?

i receive many offers from several banks like chase, bank of america or washington mutual which one should i accept i want to improve my credit score at the moment its a 621.

and the fico report stated:
lack of recently established revolving accounts
time since derogatory public record or collection is too short
...

what does that mean...how can i improve it.

i received one from wamu with 0apr until april 2008. and a fixed apr of 9.99% after that should i accept or keep looking for another one...and where?

any advice would be appreciated.

also, what does it mean when they state :
insufficient installment payment history in you fico report. ( my friend had that stated in her's she was just wondering.)
