New credit card not activated, can it be charged?

I had a credit card (Verizon Visa) I haven't been using for a while and the card finally expired in 07/2007. But, a couple months before that, they sent me a letter saying that my card would be changing to a Citi American Express card. I forgot to deny the change, so they sent me the new card. I haven't activated yet, hoping that it would cancel by itself after a couple months of non-activation; but I just looked at my credit report showing the new card is in there.

Now, I have two questions:
1) What happens if I don't activate the card? I don't plan on using it.
2) I received a letter from this company called Watch Guard or something like that saying they will charge me $19.95 a year for credit card protection. Evidently, I had this service on my old card without knowing and now it has carried on to the new card. My question is, can my card be charged, even if it's not activated? I would call them to cancel the service, but I lost the letter they sent me.

Shred the card.

I'm pretty sure since it's not activated... nothing will happen.

yeah cancel while you can in WRITING! not a phone call!
Cut it up send it in to the correspondance address not the bill paying address.
