Is this a good credit card offer?

I was offered a citi platinum select visa. It offers 0%APR on purchases and 0%APR on balance transers until September 2008. There is a 3% fee(minimum of $5) for each balance transfer amount. All APRs including promotional APRs may increase automatically if you default becasue of late payments or going over the credit line.After 09/01/08 APR is 10.99%. There are no annual fees. How does balance transfers work?

My credit is not good I think it would be considered fair. Somewhere between 625-640 the last time I checked @ the begining of the year. I have 4 other cards 2 with APRs @9.99%. The other 2 I plan on paying one off and closing and the other I want to transfer ths balance.Is this a good idea.
