is there away a person with bad credit get a school loan?

I'm assuming you have not applied for a school loan yet? I know if you had already had a school loan that you missed payments on -- if you caught up on them, you can probably get another one.

Some student loans are possible without co-signer, but may be you need a co-signer.

I dont think your credit history is considered when applying for federal loans - as long as you dont already have outstanding school loans. ( if you do, you'd have to manage to get back into a school to qualify for more loans )
